[evlatests] Ant 16 Hardware

The T304-A was swapped in ant 16 today.  This downconverter has been 
problematic for some time and Pete is going to run some tests on it in 
the lab.

New power supplies were installed in the LO rack today.  The new 
supplies generate DC voltages 0.5 volts higher than the previous 
version.  This may help with linear regulator stability.

The L302-2 was replaced to update the version of software in ant 16.  It 
now has the correct MIB software.
