The file HOSTS.LIST is created right after you confirm the start of the 
installation.
It does not hurt to run install.pl -n more than once since the downloads 
have already happened
and rsync will not repeat them.  Perhaps this will create a HOSTS.LIST.  
I have never
seen this issue before and it makes me concerned that perhaps other 
things that
install.pl does also did not occur.
