 I got the following output after running the commands.
Within AIPS..
>TYPE VERSIONAIPS 2: ' '>VERSION=AIPS 2: STACK LIMITS>HELP XXXAIPS 2: TEXT FOR XXX UNAVAILABLEAIPS 2: SYNTAX!>HELP BDFLISTAIPS 2: TEXT FOR BDFLIST UNAVAILABLEAIPS 2: SYNTAX!

Looks like the help files do not exist. How should I proceed?

VERSION is an adverb to INPUTS, GO, HELP etc.  Enter TYPE VERSION to see if it has some contents.  Then type VERSION=''

If I say HELP XXX I get the error message you see (saying XXX) because it does not exist.  But I am confused by your reply.

Typing task = 'bdflist' cannot in any ordinary way produce the message TEXT FOR ..., ':')
TYPE = PNAME(I+1:I+2)
C Form wild card file name
C specification.
IF (NCH.GT.0) THEN
WCNAME = MNAME(1:NCH) // '*'
ELSE
WCNAME = '*'
END IF
WLEN = NCH + 1
C Create complete file spec (ZDIR
C will append proper extension)
CALL ZDIR (TYPE, VERSON, WCNAME, FILSPC, IERR)
C Find all the matches (IEXT = 0

I suspect that VERSION is set but I cannot make this message appear for any real task.  The code uses your VERSION value first and then the version (TST, NEW, OLD) used to start the aips.  That way it always should find something.  If dealing with the version adverbs does not help, exit aips.

cd $AIPS_ROOT

, ':')
TYPE = PNAME(I+1:I+2)
C Form wild card file name
C specification.
IF (NCH.GT.0) THEN
WCNAME = MNAME(1:NCH) // '*'
ELSE
WCNAME = '*'
END IF
WLEN = NCH + 1
C Create complete file spec (ZDIR
C will append proper extension)
CALL ZDIR (TYPE, VERSON, WCNAME, FILSPC, IERR)
C Find all the matches (IEXT = 0
source LOGIN.CSH     (or . LOGIN.SH for bask shells)

$CDTST

cd $HLPFIL

ls

This should confirm that the help files are actually there.  Try aips over again.
