31DEC19 was updated in May for the new web address.  It is correct in the procedure.  I do not know where that partial address came from.  You could look in the file $AIPS_ROOT/RUN/VLBAUTIL.001 to check on it.  Or LIST VLBAEOPS inside aips.  The address you sent looks like all of the SYS2COM(1) and only a bit (towards the end)  of SYS2COM(2).

Perhaps your VLBAUTIL file is damaged or from before May 2019?  You can rename the .001 file and run a MNJ ($HOME/do_daily.<hostname>) and it will be updated.   If the $RUNSYS file looks okay then meaybe you need to RUN VLBAUTIL again.
