VLA and ALMA assign intents to scans rather than sources because while a source is either a good particular type of calibrator or not, you may not want to always use it as such, depending on when it is observed.  So each scan (which has a unique source) needs a set of indicators ("intents") of what it should be used for.  Otherwise pipelines have to have too much logic in them to figure things out.
