Your INSTEP2 and INSTEP4 did nothing since everything was marked as done 
in the *.LIS files.  Try

cd $TST/$ARCH/INSTALL
rm *.LIS *.LOG
rm $LIBR/*/SUBLIB

INSTEP2

then

INSTEP4
