Eric, 
Thank you for verifying that AIPS can install normally on Mac OS 10.13 (High Sierra).  As a result I went back to trying various things and found that install.pl worked fine after I added myself explicitly with R+W privileges in /Applications/AIPS.  Apparently using an administrator account with group R+W privileges in that directory was not sufficient to allow install.pl to create new subdirectories.  31DEC18 AIPS installed and runs successfully now.  I do need to specify tv=local when starting to get XAS to display properly, but that is hardly a hardship.  Still working on getting the MNJ set up properly, but I have not gone through all the documented suggestions yet.
