Several things:
1. This file is completely messed up - it is missing a bunch of random
parameters not just the ones that should have changed. It has no V, W,
time, baseline, freqsel, source, etc. Your problem is then this data
set and may not involve any issues with aips version. I don't thing
that GMRT compiles AIPS itself - the 31DEC13 version had a bunch of
issues in doing that (which have been fixed).
2. 31DEC14 is available from rsync - the web page may tell you it is not
but ftp.aoc.nrao.edu/pub/software/aips/31DEC14 will let you copy
install.pl and then perl install.pl -n with that copy should work.
