You are right - the rates in FRING are solved in Hz.  The routine
that writes them into the SN table converts them to sec/sec.  So
a correct display routine (LISTR, SNPLT after tomorrow's MNJ)
should again show them as independent of IF and label with units
of Hz (or mHz or less hopefully).

Please test SNPLT for me - I have no data with rates.
