New Staff Reply: AIPS - task STAR

I ran a test of STARS and got the same
error messages as you including more 
error messages than lines in the intended
input file.  That is when I noticed that
I had not set INTEXT correctly and it was
pointing at a file unrelated to the STARS
data.  In reading over the program I have
upgraded the code and made the error message
not recycle the row number.
