New Staff Reply: CL tables with no entries for a source

I have put back today (for tomorrow's MNJ) in 31DEC13

1. CLCAL now defaults to CALP with warning messages on
   'CALI'

2. The calibration application requires a matching source ID
   which should be easy in single source (SN) cases, but requires 
   normal CL tables at least for the sources being calibrated.

Retiring this ticket.
