New Staff Reply: CL tables with no entries for a source

Actually I disagree - if CLCAL is causing the missing entries we
should solve that.  Bill Cotton liked to run CLCAL one source at
a time building up the next CL version (only 1 new version).  I
suspect that that method just confuses our users and we should
make a new CL table every time.  Fraser wants that to be the default
and I may change it to make it hard to do otherwise.

On the other hand, changing the bottom level DOCAL routines to
flag any data not having a suitable CL table entry would be a
correct response within our system.
