New Staff Reply: velocity definitions

Thank you - without careful users nothing would be right.

SETJY used a bad formula for velocity in the radio case
when it calculates the velocity.  It also used a bad formula
for other OPTYPES with the error affecting the correction
for a difference in the frequency and velocity reference
pixels (usually 0 fortunately).
