New Staff Reply: velocity definitions

The difference between radio and optical is significant.
However, (1) optical is what almost everyone uses now.
(2) The EVLA does not track Doppler so whatever you told
it in scheduling only sets an initial frequency.  That has
a separate optical and radio velocity at the initial 
moment.  (3) Because you did not track Doppler frequency
you can run CVEL to put the tracking in now.

I will look at SETJY to see if I can see what it might be 
doing with veldef radio.  That ought to be okay too.  I 
assume the misbehaving VELDEF was with the VCAL operation.
