It seems that it was actually GETSOU that was the culprit, and needed to be compiled with NOOPT on my system.  So far anyway, ie. for POSSM and PRTUV, it seems problem was fixed by 

COMRPL NOOPT $APLNOT/GETSOU

COMLNK $QPGNOT/POSSM
COMLNK $APGNOT/PRTUV
