[daip] Tsys values loaded by FILLM

Hi Lynn,

I think there is something odd about your data.  I just checked some recent data 
of my own and I get identical (non-zero) TANTs for EVLA antennas with CPARM(2)=0 
and 2.  What is your data, so I can download it and take a look?  Also send me 
all of your FILLM inputs.
