This is not a correct $SYSLOCAL. Have you changed SITE names
during the installation from the SITE is a previous installation?
If so, the $AIPS_ROOT/HOSTS.LIST will be confused about site name and
will do what you asked for a while and then not work - giving the
above as $SYSLOCAL.

this is due to an oversite on our part and should cause no trouble
whatsoever.

Here we have a different name for $SYSLOCAL.

My suggestion - fix the SITE name issue. $SYSLOCAL should be
$AIPS_ROOT/31DEC08/LINUX.SYSTEM/$SITE and you will have to fix either
31DEC07 or 31DEC08 so that they agree on $SYSLOCAL. Then
. $SYSLOCAL/MAKE.BMNJ
over again. Alternatively, fix UPDCONFIG in $SYSLOCAL and test with
executing $HOME/do_daily.sjet.

This is also due to the $SYSLOCAL issue. If $SYSLOCAL were
correct, the procs would find a RSYNC.ME file there and would set the
LD_LIBRARY_PATH to include the files we provide. Since $SYSLOCAL was
not found, the LD_LIBRARY_PATH was not set.
