        CLCOR has used the leap using MOD for the IAT-UT1 values read
        from the USNO file. Now the leap second added to the USNO data
        before the interpolation. The leap second is picked up from the
        CT table (the first value). The problem can happen at the rare
        of changing the leap second duaring the interpolation interval.
        Moved nowhere.
