[daip] CUTOFF in CCEDT

Hi Claire.
In accordance with the CCEDT's help file:
For each component, all components within +-CPARM(1) in X and +-CPARM(2) 
in Y
(in arcseconds) are summed before comparing with CUTOFF.
The default for CPARM(1,2) is not zero but 5cells in X, Y

Therefore if CPARM(1,2) .EQ.0 then 5 neibourgh cells beeng summed can 
give positive number and CUTOFF=0 will not work.

I used small values 1e-5 for CPARM=1,2 and CCEDT works with CUTOFF=0.
But I needed to add NCCBOX=1, and CCBOX =-LARGE, -LARGE, LARGE, LARGE

Eric will be able to say more, when he arrives tomorrow.
