[daip] CUTOFF in CCEDT

Aha!  I tried using CPARM=1 1 0 and CPARM=-1 0, both of which should have 
worked given the location of my clean components, but did not set NCCBOX 
or CCBOX.  The help file says that NCCBOX is only used if BOXFILE=' ' and 
NBOXES <= 0, which was not the case: I had set NBOXES and CLBOX.
