TPMONs are for tape drives, they have nothing to do with the TV.

You should not have to reboot, the AIPS TV should restart after a
few minutes.  The AIPS TV uses a fixed Inet address which should 
free up after a few minutes.  Have you tried waiting ~5 minutes and
then trying to restart AIPS.  Although, this is different for an
Alpha.
