[daip] redundant data points from VLBA distribution file

The failure of FIXWT did not have to do with the duplicate points.
The VLBA data were not in strict B order (i.e. 1-1,1-2,1-3,...) and
FIXWT requires that.

FIXWT needs work - it should use the fact of > 1 channel when possible
to aid in the noise computation and it should treat the IFs
separately.  It could also be smarter about the sort order - i.e. read
all antennas in from the table of weights for a given time.  I put it
on the list but it will probably not get high priority.

BTW - please try to remember to use daip rather than aipsmail.  The
latter requires manual intervention...
