[daip] redundant data points from VLBA distribution file

Hi Michael,

We have established that the double visibilities are on the
tape, i.e. from the correlator.  So the only thing that can
be done is to try to fix the data inside AIPS.  I tried UVAVG
(OPCO=MERG) and it worked, also I noticed in the HELP file
for UVAVG it says "for use on VLB data where some baselines
are repeated in processing" so this looks like this was, at
one time, a known problem.
