I just want to make sure there are actually no bugs to
work on:

1) You imply that only the 31DEC00 version of MERGECAL 
   worked.  Did you try to run MERGECAL in 31DEC01/02?
2) You imply that APCAL and TAMRG don't work in 31DEC02.
   APCAL didn't work because you didn't run MERGECAL, it
   shouldn't have anything to do with versions.  As for
   TAMRG, did you try it in other versions?

Although MERGECAL has never been changed and TAMRG hasn't
been changed since 1998 so there should be no differences
between versions.  However, subroutines could have changed,
that is difficult to check.
