The only certain way to determine what is happening in any program is
to read that program in detail.  FRING and KRING are in the $QPGNOT
area: 
      $AIPS_ROOT/31DEC??/Q/PGM/NOTST
I find it easiest to find the FORMAT statement showing the value in
question, then the place where that is 
      WRITE (MSGTXT,nnnn) x 
and then look for where x is computed etc etc

I re-iterate that Ketan revised these codes in KRING and never got
around to doing it in FRING.  His memory may be good (he is still
young) but he has not worked for NRAO for over 2 years and has a
completely unrelated job now.
