Nope. Your configuration goes in a small file in the $SYSLOCAL area
called (confusingly) UPDCONFIG. This is included by the master $UPDUNIX
version of UPDCONFIG in turn. I used to have everyone referenced with an
exception in the $UPDUNIX/UPDCONFIG file but that doesn't scale well.

Typically you will want this in your $SYSLOCAL/UPDCONFIG file:

# Created by MAKE.MNJ on Mon Jan 24 18:21:49 EST 2000
ClientName=hal
MailList=bjarvis at astro.unm,edu
ErrorList=$MailList,aipsmgr at nrao.edu
UpdSSH=YES
export ClientName MailList ErrorList UpdSSH

on both machines (note that $SYSLOCAL will be in $TST/$ARCH/SYSTEM/$SITE
which is a different directory for SGI and LINUX architectures).

I'll append a clean version of the master $UPDUNIX/UPDCONFIG below; you
should make sure yours is identical.
