Looking at the code, if something about the image causes core to be
overwritten in 1 of several ways, then the TAPIO subroutine would
loose track of the fact that the tape was open and might try to open
it a second time.  This could lead to the file locking problem.  I do
need the image or some way to debug - will FITTP succeed in writing it
to disk?  If that fails, try FITAB.
