[asac]Interim response to Technical Review

Tim has OK'ed the distribution to the ASAC of our AIPS++ Project
 response to the Interim Review Report.  You can pick it up at:

Let the ASAC know that this is just a draft response, and that we expect 
the final report on April 1.  This will be pretty close to the final one
I expect, and I dont think there is anything controversial here anyway.
