[asac]Correction FE specs

Folks--I received the following email from Gie Han Tan.  I have
replaced the previously linked document with the new version, however
with the same number as I am en route to the meeting now and cannot do
fancy file manipulations.

Dear all,

Unfortunately last Friday I was too much in a hurry to send out the 
updated FE specs & reqs document which resulted in distributing the 
wrong version.
Attached you will find the correct version, 2.4. Please use this 
document also for further distribution to the ASAC members.
I want to emphasize that this is still a not approved draft document. It 
needs further input from the SE&I IPT and final approval by the JAO.
