[asac]Updated draft FE Spec document

Folks,

Gie Han Tan has provided  an updated version of the FE spec document, 
version 2.2, that can be used for further distribution.  Thanks to the
front end group for providing this document, which supersedes the earlier
version which was distributed.

I have attached the text of this document to the ASAC agenda for next week
under item 7, Front End, to be discussed at the end of 2 April.
