[alma_na] AMBSI policy

Please find enclosed policies and cover letter relating to the ALMA Monitor
and Control Bus Standard Interface (AMBSI). While written by Ralph Marson,
the head of the control software subsystem, they are the jointly held
position of the Computing and System Engineering IPTs. I have suggested in
the Computing submission for the IPT meeting that this might be an
appropriate discussion topic.
