[widar-wg] CBE s/w and system config update

A new version of the CBE s/w is available. In addition to the CBE 
software update, a new version of the MPICH2 library has been installed 
on the CBE computers.

Summary of changes:
* Various bug fixes in CBE deconfiguration process.
* Workaround for "off by one" (clock cycle) lag frame timestamps.
* CBE software is linked with mpich2-1.4, and mpich2-1.4 mpiexec.hydra 
is used as the MPI process manager. This change may fix a CBE 
configuration process problem that occurs occasionally, and an even more 
rare slow output rate condition.
