[widar-wg] widar reboot pending

All boards are now running PCMC firmware V2.8.
This allows use of higher speed data transfers to the dumptrig HES  
generators.

Casualties:
b108-b-6 has a failed Accel reguator (x1y4)
s005-b-6 cannot program delay module 1. This could be due to timing  
signal issues or a bad module (the second delay module often gives  
failed programming indications when there are clock issues).
