[widar-wg] CBE s/w update

A new version of the CBE s/w is available. This version is being tested 
today (10 June), and may be installed as the production version later 
today should no problems arise in testing.

Summary of changes:
* Assignment of WIDAR data products to CBE addresses for multiple 
subarrays now accounts for previous address assignments of a shared 
WIDAR "resource" (e.g, baseline board). This change is intended to 
reduce the frequency of lag frame packet loss when using multiple subarrays.
