[widar-wg] CBE s/w update

A new version of the CBE s/w is available. This version merges the 
changes in wcbe-20110516.1 into wcbe-20110603.0; making this (largely) a 
bug fix for the CBE version supporting subarrays.

Summary of changes:
* Fixed serialization of config/deconfig actions to ensure that those 
actions are completed in the order the commands are provided to the CBE 
from the CM.
* Implemented a limited wildcard character-style method of selecting 
configurations for 'wcbetool deconfig' (useful primarily for manual 
error recovery by gurus).
