[vlbatests] COMPLETED: Elbow vlba database alertdata table work tomorrow during maintenance day 25/06

This work has been completed.

Please note all alertdata (*not* mcdata) from before Jan 1 2026 has been 
moved to a new table called alertdata_archive, should anyone need to go 
back that far.
Please report any oddities with rdbetsm/related to me (other than it 
being really fast now :) )

Data ingest has been turned back on.
