[Pafgbt] BYU down converter LO pwr level

Hi Bob,

I thought this info will be useful if you get a change to check the reason
for higher than expected noise figure of the BYU converter card. The LO
power level we use during our observations in 2011 are -- LO1 -6.4 dBm and
LO2 +8.5 dBm. (from my log/cmd file)
