[mmaimcal] Sci IPT meeting

I rely on the SciIPT for discussion of scientific impact items of broad 
interest across the partners. Examples include discussion of the 
configuration (which ones and how often). In the future I would want 
this group to discuss the Science Verification process and development 
opportunities, two tasks under the jurisdiction of the Project 
Scientists (both project and regional).

The SciOptIPT is a much smaller group. It does not fulfill this role. 
There is a growing ARC participation in the CSV meetings, but those by 
necessity are much more focussed on specific technical tasks. The eSSR 
is too broad for this purpose I think.

So I believe the SciIPT must continue as on the only group I am aware of 
that is focussed on issues that scientifically impact ALMA and that has 
a broad international membership.

How often and in what manner it continues is another question. Perhaps 
it is better served as an email exploder than a weekly meeting.
