Even if our current thinking on observing modes is that a ~3.5 second
calibration device insertion/extraction tims is fine, I think our
starting position should be that a cal device observation should be
possible with the same switching time as all the other devices to not
disallow future observing modes. I admit though that if I was
receiving this argument I would consider it a weak one.
