I like the idea of summarizing DRSP, then early science capabilities
to start the breakouts.  then go on to contributions, then discuss.

Space programs clearly have more of a mandate for early key projects,
due to the finite lifetimes.
ground based programs do not have this impetus, meaning that key
projects can come along as they will. 

still, some discussion of possible early key projects would be interesting.
