we've gone over this before, but here are a few thoughts...

we *have* considered having it all done by contract.  the problem
is, of course, the expense.

the road design will *have* to be contracted out.

we probably do know enough to do at least most of the initial
assessment ourselves.

i think the idea is that we are given a set of coordinates from
the configuration designers, and we go down and just have a
crude look at them, rejecting those that are pretty clearly not
acceptable (if there are any).  we mark and independently measure
each of the coordinates with hand-held GPS.  we then hand over
the coordinates to a civil engineering firm, who goes out and
*really* looks at the locations, including road implications.

it's really a matter of whether it is cheaper to do the initial
part ourselves or to have it contracted out, i think...
