[mmaimcal] pads for test interferometer

peter and i had a discussion this morning, and i thought i should
bring some of this out for open debate...

peter would like to know if we have any recommendations as to where
we should put the pads for the test interferometer.  the current
plan, after some discussion, is to have one set of pads which are
100 meters apart, for construction (so that they aren't getting in
each others way during building), which can then of course also be
used for interferometry testing.  but, to do short spacing tests,
a shorter spacing is needed, and we thought that 25 meters would
be OK.  you want to be far enough away to avoid shadowing if possible,
but close enough so that strong sources (planets, e.g.) aren't
heavily resolved.

peter would like to know if we can make a cogent argument for
having the shorter baseline even shorter still (15 meters?), or
a bit longer (30 meters, 40 meters???).  also, he'd like to know
if we envision a use for a much longer baseline, even if it is
further down the road (after the D&D phase).  like 1 km, or
even 10 km.
