Darrel,

For reasons that have been
discussed before, I think it a
poor choice to use the 
astronomy receiver for
water line monitoring. (For
instance, this would preclude
or complicate CO(2-1) 
observations at moderate
redshifts, z > 0.07, clearly
an important science 
objective for the MMA.) 

Hence I am uncomfortable
this has become the baseline
plan. Despite your disclaimer
that the decision is just for
the reference project cost
estimate, I fear this 
reference plan will
naturally become the baseline
plan for the ALMA. So I would
be happier with a plan where
calibration and science did
not conflict.
