Thanks for your note. 

A 20-40 m grid might reject too much land. If only one part of a cell is
infeasible, then the whole cell would be rejected. Cells could be graded
a "good," "3/4 good," etc., but this obviously complicates the process.
And what if you put an antenna at the edge of a good cell so it
overhangs a bad cell. Is this ok? Having smaller cells, say 5 m, would
help, but doesn't answer all the questions.

Also the feasiblity of a cell might be affected by features in adjacent
cells since transport roads, etc., must pass through the adjacent cells.
