A quasi-permanent DOI is basically a commitment of some
publisher or organization to maintain a 24/7 server which redirects incoming
requests with DOI-labels to other "local" pages that contain
the actual information/document. That publisher takes care of maintaining
a namespace so all reconfigurations of the computers and their local
URL data bases of that namespace remain hidden from the point of view of the 
end-users/readers.
This helps to support longevity of the DOI URL's even if publishers
are resold, but probably not if they terminate their services.

For individuals or small organizations with a low frequency of reports, a cheap 
way of getting such a quasi-permanent DOI is to get an account on 
www.zenodo.org, which is basically backed up by CERN.
