There are those of us who did not want this keyword at all - thinking 
that NAXIS should be enough.  But I think it best that WCSAXESa precede 
all WCS keywords of type a so that reading software may do limit checks.
There is no reason for WCSAXESa to precede WCS keywords of some other type.
