[fitsbits] Publication of the FITS standard

On behalf of the IAU FITS Working Group, I am pleased to announce that 
the latest 3.0 version of the FITS standard document has been published 
in the December 2010 issue of the Astronomy and Astrophysics journal. 
This is a free article that does not require a subscription to be viewed.

In parallel with this publication, the official FITS standard document, 
which will continue to be maintained and updated as necessary by the IAU 
FITS Working Group, has been reformatted into the same page style as the 
A&A published paper.  This has reduced the page length of the printed 
document by almost a factor of 3 compared to the previous page style, 
and has added other benefits such as hyper-linked references in the PDF 
file.
