One of the other approach - "lets load data to database and see if
miracle will happen" is SAADA -

It is not answer to the question, but it's worth to see what people
around planet are doing to handle similar problems. Handling similar
problem (with data produced by different version of software, not too
much institution dependent), and being involved in similar kind attempt
to synchronize distributed organization documents and procedures, I
don't believe solution to this problem will be know.
