In general this is probably not possible. FITS is designed to
communicate physical quantities. FITS has no standard notion for
encoding RGB values or color maps.
Have you read RFC 4047?
If not, please do.
And questions for the FITS community in general:
Which existing documents are best for communicating what FITS is and
how it is used?
What sorts of improvements in pedagogy seem suited for doing the
job even better?
