[fitsbits] ASCII tables, TFORM and recommended practice

This discussion indicates there may be some work for the FITS committee
1) Deprecate the use of TFORM to indicate a missing decimal point. Under the
rule
"once FITS, always FITS", this use cannot be forbidden, unfortunately.
2) Promote the use of TDISP even for ASCII tables. No change in FITS rule
is required for this, but
an official promotion would help ensuring consistency.
